Principal
Reuben D. Molloy,
MBA, LSSBB
Reuben D. Molloy advises the leaders of institutions — public, private, and nonprofit, established or being founded — on the operating systems by which they govern, decide, execute, and endure.
Three decades inside public health, disaster recovery, and capital-program governance in the U.S. Virgin Islands now inform an advisory practice built on one discipline: diagnosis before prescription, transfer before departure.
He retired from public service in June 2026 after twenty-eight years of executive leadership in healthcare IT, government technology, and public health administration, most recently as Assistant Commissioner at the Virgin Islands Department of Health. He holds an MBA in Healthcare Management and a Lean Six Sigma Black Belt.
The practice is licensed in the U.S. Virgin Islands and based in Frederiksted, St. Croix.
The RDM Leadership Philosophy
How he leads and facilitates.
Empathy-driven leadership and coaching over commanding. Data-informed decisions, with people retaining judgment and responsibility. Attention to remote and hybrid teams, to well-being, and to inclusion as operating conditions rather than programs. Agile where it serves the mission, technology-savvy without technology-first, purpose-driven throughout, and a standing commitment to a culture of continuous learning.
These are convictions tested across nearly three decades of leading where the margin for error was thin — and they shape every facilitation, advisory engagement, and board session.
Ethics discipline
Stated plainly, and held.
The practice observes a post-service cooling-off period and declines work that would appear to monetize public office, trade on insider access, or touch a program its principal governed in office. Prospects are screened for fit and conflict before any proposal is written.
The brand is built on public trust; no single engagement is worth its erosion.
